I disagree with the statement as I think Total Defence is the best way Singapore can deter potential aggressors based on the extent in which the deterrent strategy covers. Total Defence involves every Singaporean and it covers all areas of the economy and society. As such, there is no room for any potential aggressors to manipulate if they want to destroy Singapore as all areas are covered, from military to social to economic areas. On the other hand, military cooperation only involves the military aspect of deterrence and does not cover other important areas such as the economy and social relationships that potential aggressors can manipulate to destroy Singapore.
